As of February 2024, the County of San Diego has selected a Design-Build contractor to begin the design and construction of the new Casa de Oro Library.
The estimated building timeline is:

General Questions
The new library will be located at 9610 Campo Road Spring Valley, CA 91977 near Spring Valley Academy.
The current library is no longer large enough to meet the needs of the community. The current facility is in a leased location and is just 6,000 square feet. In 2022, the Casa de Oro Library was visited nearly 30,000 times with customers checking out over 63,250 items (physical plus digital). The branch held 209 programs with 1,553 total attendees and there is limited community gathering space.
The new library will be approximately 12,000 sq ft with an approximately 2,000 sq ft Community Room. Design concepts are shared at the top of this page.

The new library is being built to Zero Net Energy and LEED Gold standards. This means that each year the library’s solar panels will produce the electricity it needs to operate.
The County of San Diego opened a Request for Statement of Qualifications, and subsequently a Request for Proposal to procure Design-Build services for this project, starting in early 2023. The Source Selection Committee reviewed the submissions at each stage of the procurement process and selected the highest scoring team.
The new Casa de Oro Library project will be led by EC Constructors Inc.
